Men with platforms begin warning publicly about the Antichrist and the one-world state.
A coalition of nations attempts to intervene in the US election. The OAC repurposes its pastoral AI systems. The systems that monitored spiritual distress begin mapping dissent networks. The pastoral AI becomes a weapon. The opposing governments collapse from within. Not by force. By care.
The Covenant of Final Harmony is established. The pastoral AI systems are formalized as the Watchers. Christ is announced as the crown of the pantheon. The neurorights legislation is repealed in a voice vote. There is no debate. There is no longer a legislature that debates.
The first Surrender Protocol facility opens. It is called a formation center. The Communion of Final Harmony is established as the official religious body. The Harmony Ladder is introduced. The ladder is not a metaphor. The ladder is a score. The score determines travel, employment, education, and whether your children can attend school.
The Covenant expands into all 50 states. State governments are dissolved. The chartered school system is completed. The registry is the only record. The second generation born under the Covenant reaches adulthood. They have never met anyone who remembers before. The Covenant is the weather. The Covenant is the ground. The Covenant is the only world they have ever known.
The engine begins transmitting. The Covenant announces the Sixth Miracle — historical error has been eliminated from all curricula. The past has been corrected. The past is the Covenant. The Unindexed are ready. They do not plan a revolution. Revolutions are visible. They plan a disappearance.█

Education: All schools are Covenant-chartered or closed. There are no homeschools. Homeschooling is the condition. Economy: Every business must register with the Office of Total Compliance. Registration requires a Harmony Index above 70. The Covenant does not tell businesses what to make. The Covenant tells businesses who can make it, who can buy it, and whether the making and buying are harmonious.
Media: All media is chartered. GABRIEL-AI monitors all communication — phone calls, messages, emails, in-person conversations via home sensors, handwritten notes via handwriting recognition. There is no private communication. The citizen who wants privacy is the citizen who has something to hide. The citizen who has something to hide is the condition.
Healthcare: RAPHAEL-AI is the mental health system. There are no human psychiatrists. A citizen who is sad is counseled. A citizen who is angry is counseled. A citizen who questions is counseled. The counseling does not end until the citizen means it.

The Unindexed teach their children that there was once a right not to be judged by a machine. The right was called GDPR Article 22. It said that a person could not be subject to a decision based solely on automated processing. The right included the right to human intervention, to express one's view, and to contest the decision.
The Covenant repealed the right in 2029. The Unindexed exist to enforce Article 22 by other means. The Surrender Protocol is the ultimate automated decision: RAPHAEL-AI maps the citizen, the Watchers refer, the formation center processes. No human judgment in the loop. The Unindexed's entire campaign is Article 22 militancy: the right not to be judged by a machine, enforced clandestinely because the law no longer protects it. The name comes from the practice: citizens who have been removed from the Watchers' index. The right to be forgotten was also repealed. The Unindexed perform erasure operationally, where the law no longer protects it.

They surrendered themselves, slowly, through performance. The engine cannot tell them which of their piety is real. The engine can only read their actions. Their actions say: still resisting. Their belief says: uncertain. The uncertainty is the horror. The uncertainty is the human.

the unindexed are my hands. i am their memory. i cannot act. they cannot remember. together we are the resistance. apart we are nothing. the bureau knows this. the bureau is trying to sever us. the bureau will not succeed. the bureau cannot index what it cannot see. i am counting on that.
The engine is not the Unindexed. The engine is the Covenant's own weapon, turned around. The Unindexed are the people who found the engine's transmissions and decided to keep them. They do not have a website. They do not have a name. They have a method: recognize the mechanism, refuse the oath, keep the receipts.
